Do we want them to have experience, like ships perhaps?

I say yes, and named (or named once they reach a certain level of experience) so they can have a reputation. Maybe fewer if it causes problems with admin, and there is a garrison as standard on populated systems (could just be a % next to system to signify strength)?

Well the size of the population on a planet indicates a to me a set amount of troops that are needed to take it. So in essence it does have a base resistance verses ground troop invasion. So the higher your planet the more it takes to conquer it, combine this with defensive structures and ground troops you may have enlisted to defend a planet and it can take quite some time or a massive force to conquer higher population planets.

It wont be easy for people to take planets from each other if they have some ground troops on the planet to help bolster natural resistance combined with a high population.

Later in the game, Strike Cruisers come into their own and are the only vessel that can bombard planets. This can have a devastating effect on systems, they have a chance of reducing structures to rubble, however they cannot target structures, its entirely random, it can also have the effect of killing ground troops and even... reducing population. So get those planetary shields in place!

Structures in the game already exist for Klingons, Gorn and others in regards to making their ground troop offensive or defensive strength greater, so if we introduce experience for ground troops the best formula i can think of is to use the one used for ships and have such structures act in the same way that they do for vessels (example: Klingon Hall of warriors would automatically give them regular ranking, instead of automatically making their offensive power twice that of any other unit). Races without such specific structures would need to upgrade normally by training at say... a bunker (if they have them) or by gaining experience as ships do... in combat.

I like it! Maybe a vew structure for training? Barracks. Allows troops created on that system to be regular, and allows training. Maybe the special structures like Kingons means this is in effect anywhere they are created, and/or they get a bonus too? They are reknown for their Warriors afterall.

What about...after a battle, if theres a particularly notable result, one or more troops (depending on battle size) could become veterans? they could be named, and have some bonus or something special for these rare units?

Perhaps a bonus against that empire/race they're fighting against when they become veterans? Perhaps if in defence when they become veterans they act as if they're bunkered. they should be rare, and something other then a bonus would be more interesting?
