Designation Tempest

The lights in Serenity Station seem to shimmer slightly then the station computer restores full power. The Breen have arrived... a fully armed squadron fans out and begins taking up positions on the station. All seeming similar in costume except for one that sports the Breen insignia and many notice his helmet shimmering green as if slightly wet yet appearing metallic none the less. Scans reveal the substance to be metallic with organic components, a unknown and strange combination. Entering the Meeting room it speaks and at first the tinny drone of its voice is undecipherable until the station universal translator kicks in.

...zifft zifft traal peace the translator picks up the last word.

The Breen tilts its head slightly realizing the station is struggling, pausing for a moment it sits itself in a chair and addresses the attendees.

I am Shotan of the Breen Confederacy, we are declaring our claim upon the world designated Tempest in sector C:9, we wish to discuss the full retreat of the the Ferengi Alliance upon our borders.

The words have no emotion and the translator continues to struggle as the mettalic drone continues. The visor slit within the Breens helmet lights up and a green glow begins to emanate from its depths.

*The Grand Nagus shuffles into the meeting room leaning heavily on his staff, surrounded by a much larger retinue that usual all wearing what look like whips coiled on their belts*

"Greetings from the Ferengi Alliance"

The Grand Nagus looks the Breen leader up and down before speaking, although he must be scared the Nagus shows no fear as he delivers his words.....

"It is somehow ironic as our purpose for this visit was to ask the Breen to withdraw from Ferengi borders, the planet mentioned has bordered Ferengi territory for many years, we have never been able to colonize the planet due to the large breen force threatening potentail colonists. The Ferengi do not enjoy conflict and we had held back our colonization in the hope the Breen would withdraw and potential conflict could be averted. Now that the Breen have built an outpost that threatens Ferengi space and have moved into the region with a large military fleet we are forced to address the issue. Although these aggressive actions have caused some unrest amongst the Ferengi commanders, who believe military action is the only way to protect our interests, as the leader of the Ferengi alliance I control the fate of my people. "

*The Nagus pauses and stands a little taller as he delivers his last statement, his tone becomes more conversational as he continues*

"Now, It seems we both believe this planet should be part of our own territories, and Breen ownership would pose too greater military threat to the Ferengi people at this time, I assume the Breen have the same thoughts. Hence, I propose the following, neither Breen nor Ferengi should claim this planet until we have resolved ownership diplomatically."

*The Nagus bows to the Breen commander, spreading his arms wide in a gesture of openess*

"I hope you can see the sense in my offer of peace"

Shotan, Supreme Commander of the Breen listens his head moving slightly as he gazes at the surrounding delegates and then finally resting upon the Grand Nagus once more. As always a metallic drones hums over the struggling Universal translators words.

The planet designated Tempest is already undergoing gelid terraforming. The claim of the Confederacy is now without dispute, it will be colonized by our people and the official border between our two empires will be reviewed.

The Breen Commander continues speaking in an ominous tone.

There is no room for diplomacy here, you have nothing to offer us. If you do not withdraw your vessels and dismantle your outposts then the Confederacy will do it for you. We have more vessels en-route and will not tolerate your continued defiance, after all the Ferengi Alliance alone does not have the strength to defeat us.

Leaning forward slightly within his refrigeration suit the Breen commander Shotan issues a threat in a more casual tone directed at the Grand Nagus.

Are you willing to go to war Grand Nagus?

*The Grand Nagus looks disappointed at the Breens response*

"The Ferengi Alliance are not a race of warriors nor do we claim to be. But we will not be bullied and any attacks on our territory will be met with force"

"I hope you reconsider in the future, and at your request, diplomatic solutions will be considered"

*The Nagus returns to his seat and starts punching frantically into his datapad, glancing in the Breens direction occasionally*

Commander Shotan stands.

The Breen Confederacy suggest that a neutral zone encompassing the planet designated Tempest be established. A neutral zone that no Ferengi or Breen vessel can cross or enter. A zone that will if crossed be a declaration of war upon either empire. A zone that will span the length of the Breen-Ferengi border.

The Breens voice is emotionless as he continues the universal translator doing its best to keep up with the alien language of the mysterious Breen.

I find this would solve the dispute between our two empires and bring peace to the alpha quadrants northern sphere. The ferengi have shown they have the strength for a protracted war and we realize this war could continue for many years to come.

Commander Shotan remains stationary through the entire speech and waits.

*The Nagus continues discussing with his advisors before Standing*

"Commander Shotan, I thank you for your offer. The Ferengi Alliance will need to consider your proposal. We must consider all possiblities for this sudden and dramatic change of attitude."

*The Nagus sits and continues discussing with his aides*

The Breen commander tilts his head slightly in a quizzical fashion.

The Confederacy has waited long enough Grand Nagus Ramark, we wish to hear your decision.

*The Grand Nagus stands and meets the gaze of the Breen*

"I would rather continue our negotiations in private but if this is your chosen forum then so be it"

*The Nagus pulls out a datapad and punches a few buttons, after a few nods and whispers with aids he addresses the Breen, glancing at his pad occasionally*

"I have spoken with my advisors, both military and financial. And due to the loss of life and resources caused by the Breens strike on a Ferengi outpost, your refusal to accept such a deal previously, and the uncertainty of this deal being honoured. The Ferengi will offer a non-aggression to the Breen but only if the planet you designate 'tempest' is ceded to the Ferengi. This gesture will give the possiblity of trust of the Breen growing from this point forward."

"The Ferengi will not build any outposts on the Breen border but we would expect the same from the Breen including the dismantling of the outpost at D9 as soon as is possible. This will have the affect of minimizing both our abilities to strike into each others territory"

*The nagus passes the pad to one of his advisors and sits waiting the Breens response.*

Shotan Supreme commander of the Breen confederacy stands and pauses and a slight buzzing can be heard from the Universal Translator.

Your offer is unacceptable Grand Nagus of Ferenginaar. The Confederacy had already begun Gelid terraforming of the planet designated tempest, due to... setbacks we are forced to retreat from what should now be a Breen colony. Thus you have no claim over that system.

The Breen sits himself and continues.

While our efforts to remove your raiding stations along our future colonies border has been disrupted by the destruction of our defense fleet by your marauding Ferengi vessels, we will not cede this planet to you.

*The Nagus shakes his head*

"As I thought, your offer of a neutral zone was nothing but an attempt to put the Ferengi off their guard. Your 'Defence fleet' was the first to attack and then when your advance suffers a setback, you offer a cease fire while you plan to destroy further Ferengi outposts and claim the planet for yourselves"

"The ferengi had claim to that planet a long time before your vessels slipped in to try to steal it from under our noses while attacking us in the process. The Ferengi Alliace will not surrender their claim"

*The Nagus harrumphs as he sits and speaks with his advisors*
